A Bizarre Proclamation

In the wake of Duke Malcolm Shepherd's proclamation in which he extends knighthood to a whole breed of mountain dogs, the citizens of the Compact are more confused than anything. While everyone agrees that dogs are good boys and good girls, most seem to think that the proper reward for such service is a nice bone, maybe a steak. Certainly not a title. Many commoners, especially those currently striving for knighthood, feel vaguely insulted that a member of the peerage would knight dogs, diminishing the honor of such an accomplishment. The nobility are split between confusion and concern for the Duke since, clearly, he seems to be enduring some illness, as was noted by Lord Romulius Blackshore who is seen as being rather sensible and sensitive in his commentary regarding the Duke's bizarre announcement. Still others point this out as yet another erosion of sanctity of title and honor. But really, what can be expected from a neo-noble that doesn't really understand how this all works?
The one thing that almost everyone agrees on is that this was a very strange proclamation and not at all in line with how a Duke is expected to conduct himself.
