Duke Harald Grimhall announces a number of reforms in regards to thralldom, specifically reviewing penalties for lawbreaking and assigning reasonable silver penalties as well as service in hard labor. Thralldom is less of a debt-orientated punishment and more of a set time period of forced labor under Grimhall's legal modifications, with set time periods associated with the costs of punishment, without the looming abuse cases of Thralldoom turning into life long service by arbitrarily raising the amount of debt owed. Some would argue that this wouldn't prevent capricious lords from accusing thralls of additional crimes and adding on length to punishments that way, but it still is a significant reform that would greatly curtail one of the largest abuses- and keep thralldom intact in Grimhall, while also laying a foundation for an enforced-labor caste of criminals if thralldom is ever fully abolished in the Isles. Most of the Isles respect the duke's reforms in that it is clearly trying to curtail abuse while keeping thralldom intact, though for the rest of the Compact miss some of the nuance and view the duke as defending a horrifying institution. Response is mixed.
