The Lower Boroughs have seem to have driven out much of the bad Northern Dust being sold on their own, with little of it being able to found now compared to the less potent but far safer regular version of the opiate. A couple murders of dealers made it extremely clear by the powers that be in the Lower Boroughs that the sale was very not welcome.
