Since this has come up several times, I'll just post a note here to save people time: if you want to have gathered a piece of stone from the fallen clock tower, you can; there were lots of little pieces all over the square. I will save you the questions and not that it will, however, just be normal stone.
However, if you want to seek out anything else among the ruins of the tower -- anything at all more valuable than mere stone -- or otherwise investigate the wreckage, that's something that takes an action. (And, depending on what you're looking for, may not actually be successful in any sort of manner you expect. Due to Various Plot Reasons[tm].)
