Actions after the freeze

When actions are unfrozen, I want to be moving towards automating as much as we can. Accordingly, I don't want any actions submitted that would become automated in the future. This means essentially anything that is basically adding to a domain, increasing an org or domain's income, acquiring material/silver/goods, raising troops/population, or anything very mechanically focused should not be submitted. Those will be covered in added systems eventually and I don't want to use up GM time from focusing on driving story.
If there's a narrative reason to have some kind of round of building actions due to a crisis or something, we'll just call for it.
