More alt permissiveness

Have had multiple people asking about alts within the same fealty, and that's fine. I'm going to be generally a lot more permissive of potential alt conflicts these next few months. Just keep them separated as you can, don't be in the same scenes, events and actions, avoid the same character relationships, and it's okay.
