Legendary skills

Lot of people have asked about getting a 6 in a skill for the final stretch of the game, and I think it's reasonable since there's relatively time left. I'll let characters get a 6 in a skill as a goal rfr if they have a significant amount of xp saved and were obviously saving towards it.
