On the Abolition of Thralldom in Redreef Shores

The Great Compact of Arx,
History will not look kindly upon those who strip human beings of their freedom. While the traditions of the Mourning Isles have endured throughout the ages, tradition alone does not serve to justify the human cost of this practice. The world is changing, offering not only new challenges, but also new ways of considering ourselves and our responsibilities to one another. Redreef Shores will meet these changes head-on, and adapt and prosper, rather than digging in our heels and being left behind.
I have taken into consideration the extensive and valuable economic aspects of the tradition of thralldom within the Mourning Isles. I have found fit, with the advice of my council as well as the guidance of my own moral character, to issue the following proclamation:
Article 1. The practice of thralldom shall be hereby outlawed within Redreef Shores. No exceptions to this will be made under any circumstances.
Article 2. Any existing thrall contracts are to be considered legally null and void. Restitution to contract-holders has been issued from the funds raised by Lady Mikani Crovane, Count Orrin Seliki, Countess Scythia Seliki, and other allies of Redreef, whose efforts are recognized and honored.
Article 3. The import of thralls or thrall contracts to Redreef Shores from elsewhere within or beyond the Compact is hereby forbidden.
Article 4. The Barony of Redreef Shores, its military, and the private businesses of its citizens shall take effective measures to provide fair work and fair wages to the thralls freed by this proclamation, and shall not discriminate based on any previous history of thralldom.
Article 5. Any person enthralled elsewhere who seeks asylum in Redreef Shores will be granted this asylum and considered by the Barony of Redreef Shores as a free citizen, and will not be released back to the thrall-holder.
Article 6. All propaganda and organizations based on the ideas or theories of reinstating thralldom within Redreef Shores, as well as all incitement toward or acts of violence, whether by individuals or organizations, against any freed thrall or citizen who seeks to aid freed thralls, will be considered an offense against the Barony of Redreef Shores and punishable under law.
