Amelioration, Both Economic and Moral

Freedom is good. Freedom is a virtue. Freedom is an ideal. But Freedom is only one of the values that the Compact holds dear. The compact was created to protect, uplift and inspire the people of Arx to defy the temptations of the Abyss. It was formulated as our bulwark, our moral compass, and our touchstone against the evils that threaten us, from within and from without. When the armies besieged our walls, every house underwent the brunt of that assault. When the Darkwaters moved against Maelstrom, hundreds of soldiers who had never set foot on a boat sailed to its defense. When the Slaver threatened the North, those same boats rode against the current to render both aid, succor, and escape from the darkness that threatens us all.
We are one people. We do not worship the Abyss. We do not worship spirits. We are sworn to the Compact and a higher power than either of those things guides us to create a strong, resilient, unified culture that will outlast every danger that besets us. The worst threat of all faces us at this moment. We are threatened with disunity. We have added to our numbers with the disenfranchised, we have multiplied our strength with our combined forces. It has never served us to subtract, or divide. We cannot allow a disagreement over ideals, however good or virtuous, to threaten one of our own.
To this end, to alleviate and ameliorate the injuries that House Navegant and others has suffered and will suffer at the hands of those who seek to undermine the authority of House Thrax and those that owe fealty to that Great House, the coffers of Gild will be opened. For every crownsworn, ex-thrall, or prodigal that swears fealty to a member of House Thrax, a sum of 1000 silvers will be awarded to them at the end of one year's service. If the worst occurs during that time, their family will receive a sum of 5000 silver. The number of recipients of this reward shall not exceed the number of thralls removed from their indenture. If any ex-thrall decides to swear allegiance to the house which once held their bond, their reward will be double this.
