Archduchess Jaenelle Velenosa invites any who wish to attend to the first of possible many meetings to discuss the safety of the Capital. Bring talking points and suggestions.

A formal meeting with an informal feel. Jaenelle sits at one of the high backed chairs in the center of the room, though there does not appear to be anyone directing people to sit specifically in any place to allow the room a more intimate feel as they discuss the issues at hand. Each table has a collection of the finest spirits from each region to allow those present to take what they would like without having to wait for someone to bring it to them, thus keeping the meeting from unneeded distractions. The Archduchess waits for everyone to settle before she speaks with a smile, "hello and welcome to what is a duel meeting of sorts. I am the Crown's Minister of Infrastructure as well as High Lord so such theats are definitely something that affects me in multiple ways. I dont want this meeting to be one in which I talk and you are forced to sit there in silence so I hope you are ready to speak. Suggestions, opinions, theories, things that you know to be helpful. This is the plan for today."

Ian came in a little bit early, and now, as the meeting begins, he slouches on one of the benches, looking like someone who intends to do more listening than talking. His face is haggard, the weariness of long days and sleepless nights written on his features.

Marli sits alone and for the moment seems ok with that. She leans forward, elbows on the table, chin on her interlaced fingers, and watches Jaenelle. "I would be most grateful if, after this meeting, someone could share more of what's going on with the attackers. It need not impede this, however."

Mikani has been here for a bit and pulled her notebook out to take notes. She sits on the Southport Benches. Since this is new for her she looks excited to be here and looks about the room as if taking it all in. She has a pencil in her hand poised to take notes. "I second Lady Marli's request. Can we get a state of the Compact as it were?"

Thea likely strides in a bit early. Or on time as she would put it. She heads directly to the Southport benches, looking quite comfortable for the time being, nodding to those close by.

When the meeting begins, when Jaenelle's giving her introduction... Patrizio Pravus' stylus starts to work against the open, and blank, page of his folio, settled on the table before him. He, like others, arrived well in advance - that there's no glass before him speaks perhaps to how seriously he's taking the moment. "If I might be so bold," he offers from where he's sitting, with a mindful nod as well to Marli at her words, "perhaps we should break this meeting into general themes, rather than have this be haphazard and roaming all over the place given the breadth of things before us. But I would third the request, for the benefit of those who've not been in other meetings, or might have tidbits the rest of us haven't."

Ian looks over at Marli and nods to her, a silent indication that he's willing to do that.

Lucita has been standing near the Southport area and nodding somberly to others as they are spotted amid the gathering. She sits and listens to Jaenelle then says. "After seeing what happened at Artshall and Bastian, and at the most recent attack, I am not sure what to suggest. Perhaps not centralizing supplies, medical stations will help? Assessing areas for spots to give early warning and a means of communicating to others by bells or flares? Archduchess Jaenelle, Saik Tower is the tallest structure in our district, easily visualizing it. I will open our uppermost floor to use for such a purpose if you wish it.

Pasquale has taken up a seat in the Lenosian section and nods at Jaenelle's words before he looks to Marli. "You heard the Queen calling the banners no doubt? One of the enemy Generals suggested this city was her next target. She might have lied or she might be coming here. It's important that we have plans in place for either outcome."

Ian rubs his forehead and sinks into a slightly deeper slouch. "Better to be in the Hall of Heroes if we're going into detail. When we're done here, I can meet anyone there who wants their day wrecked."

Nadir finds himself among those seated on one of the many benches around the room. His grin widens as Patrizio joins the benches, returning the subtle greeting. With his hands crossed in his lap, Nadir listens attentively to the proceedings, appearing at ease for the moment.

Just before the meeting began, Raja arrived to the scene. She took her place near Ian and of course, helped herself to a glass of something offered. There is a nod to the Kennex lord, but she falls quiet, to listen to the High Lord and to the people that are around her.

"Thank you all," Marli scatters some genuine praise for those helping. She takes this as a time to pour some wine and take a sip. She leans back from the table, some red wine in hand and gives it a swirl.

"I have only heard second hand information, and have no personal experiences unlike many here today," Jaenelle tells Marli, dipping her head towards a majority of people in the room one by one to acqknowledge their presence and their experiences with those who threaten. "I would be most thankful should those people who do have first hand accounts explain some of the things they saw." She then nods towards Patrizio, grinning towards the man "I do like a good list broken into talking points. I agree that in order to keep things from slipping between the cracks it is best to have smaller areas of communication at one time." Then there is a nod towards Lucita, "you bring up an excellent point and the first thing I wish to speak of at the meeting. I know people are concerned about the various wards. There are always plans of action to any threats the city has been fortunate enough to stand against, it is simply a matter of choosing one that fits the purpose of the moment. That said, the Lycene ward will be evacuated of anyone who is sick, old, young, anyone who can not protect themselves or others around them. I was to minimize the possible damage that could potentially happen. Send your people back home."

"We should remember that the enemy - by definition - is an unreliable source and that we should not wholly rely upon their giving us information." Patrizio's stylus pauses for a moment, but he does nod to Ian mindfully about the mention of the Hall. And a faint smile as well for Nadir, with an inclined head, before his jade eyes survey the room anew. "That, and we have to equally assume they are monitoring our evacuation plans, not that we shouldn't make such."

"Since our enemy is not opposed to murder." Pasquale says after a few moments worth of considering Lucita. "My suggestion is that we name a few liaisons in each district. This will give frightened people a face to go to and also give us the ability to let people more smoothly step up as leaders should parts of the city become seperated from the leadership or the usual leaders become overwhelmingly busy - or fall." He nods to Patrizio. "She may be trying to distract us with business here in Arx instead of what she is doing up north."

"Princess Denica's been coordinating a lot of that stuff," Ian remarks. "She'd be a good person to talk to. I think she knows what everyone's plans are. I'll be opening the Navegant Redoubt as a shelter if things really go sideways."

Mikani listens as others speak. "Will we be nominating a coordinator for our district? Someone that can collate all the information?"

Now Marli just looks around at whoever is speaking. She doesn't say a word while matters of tactics and strategies are brought up and instead just waits, she listens, occasionally she writes a word.

"In fairness, Pravus has not yet communicated to her highness as to what our plans are. They're still in the making and refining, for the time being." Patrizio nods to Ian at mention of the matter, and there's a glance to Raja as well, before he addresses the room more fully. "Setarco, Esterhold, and Ischia are likewise prepared to offer shelter who have need." Though he gestures to Pasquale. "Just means we need to brief those liaisons on alternatives if there is a severing of the internal links between wards."

"I wholly agree with the points that have been raised, especially those by Prince Patrizio and Lord Pasquale." Nadir pauses thoughtfully. "And it could be of great use to our preparations if we could arrive at a better understanding of our enemy's intentions. Do we have any reliable information on their whereabouts? If they have assembled a large army, I imagine that only so much could be done to conceal their presence."

Lucita says, "The Cardians within the city should also be contacted. Some of them have 'special' skills which may be useful and they are going to be under attack with the city, the ones who now live or are stationed here."

"Lucita, I appreciate your offer to use Saik Tower, I know that the Lyceum has a lot of experience using watch towers to alert and monitor. I would like to use the same warning systems and color combinations that we use throughout the Lyceum to warn within our ward to other houses throughout it. It is something each house is familiar with, something that does not need further training as we have been well trained before this. It will be easy to communicate between ourselves. We can speak with the other coordinators for the other wards to figure out if there will be a good way to comminicate any threats we might see here first as a warning system," Jaenelle tells Lucita. Then there is a nod towards Pasquale, "another point I wish to bring up, the Lycene gates will be closed during any siege that occurs. No one will be allowed into the ward unless absolutely neccessary. This is got two reasons, it makes it harder for inner threats, the people who wish to cause chaos while attentions are elsewhere at the moment and also giving even a small stop in case the walls are breeched in the Lycene ward. I know, if they can get through the walls the gates do not stand a chance but it gives seconds. Seconds that a warning can be given, minutes to move and protect, valuable time to stall."

"I trust your wisdom, your grace, but might we make an exception for those who carry out the wounded? We may likely them back in the district, depending on how hale and hearty they are." Marli looks at Lucita for a moment, but then she's back to the High Lord with her gaze.

"Grayson has put a lot of resources into attempting to work out their exact movements" Pasquale tells Nadir. "but sadly she has proven to be remarkably difficult to pin down. I myself have been putting efforts into trying to track her and the Traitor's other forces but have nothing to show for it either. I could use some help if anyone with a strong background in war would like to help." He nods to Jaenelle. "That sounds like a good precaution Archduchess. I have suggested to Princess Denica that we also set up some potential barricade lines within each district. So that we might use them to funnel any enemies who might happen to get through the gates or walls down preferred routes, slowing them down, and giving our own forces defensive points. I can recommend spots for them to be setup. They aren't expensive just irritating to merchant traffic."

Ian stirs a little bit. "If there's an actual siege that's serious enough that people are getting hurt, it's probably not going to be viable to carry the wounded anywhere. Arx's streets will be pretty chaotic. You'd get trapped behind some idiot who decided that now was the right time to cart his stuff from place to place. You might be better off setting up a hospital here."

"I think we ought contact all the embassies," Patrizio says, going along with Lucita's suggestion. "My conversations with General Sulla give me... concern that some of those who sojourn with us are feeling isolated and not clear as to what they ought do if the worst transpires." A moment, before he allows a nod in Jaenelle's direction. "We in Pravus do still remember the system as well, and I don't think it would take much for us to train the Saffron houses on the matter. But on the matter of the breach of walls and gates, we should consider the safety of the wards closer the water, where there might be a different ingress, and how best to facilitate evacuation into the main city.

Raja:remains silent at her table, sipping from her drink. When Patrizio offers a nod in her direction, Raja returns the nod, however remains silent for now. Though, as each person speaks, she turns her attention to each.

"I think we ought contact all the embassies," Patrizio says, going along with Lucita's suggestion. "My conversations with General Sulla give me... concern that some of those who sojourn with us are feeling isolated and not clear as to what they ought do if the worst transpires." A moment, before he allows a nod in Jaenelle's direction. "It should be a question of how much the others can be trained and how quickly, if we use one fealty's system over another. I would imagine that this isn't that different than codes we use at sea, perhaps?" (OOC: Replaces my prior given a correction.)

Raja finally does speak up after something Patrizio mentions. "Speaking of isolation. I know the wards themselves have the resources and means to evacuate. Though, the Lowers does not have that means. I have had a few people mention that they are willing to help in evacuating the Lowers, but I feel that the burden should not be on one or two houses alone. The Lowers hosts thousands of people. We will need all the help we can get to evacuate those who cannot stay and fight."

Pasquale tells Raja "We could really benefit from getting your fire team active."

Hearing Raja, Marli pipes up, "We can help, if you can coordinate. We have a few boats nearby if you want to just get them out of the city, or we can integrate them into the larger fighting forces." she sips her wine. "As to the Embassies, I volunteer to knock on Cardia's door. That leaves Nefer'khet, the Empire, and the Sylv'alfar. Did I miss one?"

Ian nods his head towards Pasquale. "She's probably going to use fire." He pauses. "I'm not sure evacuating should be the main thing we're preparing for. I don't think outside the city's going to be any safer than in it."

Mikani looks at Raja, "Magnotta and Crovane can help. Just let me know the ships you need. Both houses always have ships willing to take passengers." She looks at the rest of the group, "I will also send word to Caer Morien to be on the lookout as the first house on the Southwestern border."

Ian adds, for Marli: "The Nox. The Prima knows what's going on, but I can try and track her down if you think talking with her about what our plans are is important."

Patrizio does not, for once most noticeably, perk up at the mention of using fire.

"I think wounded or a need to fall back certainly warrants the gates being opened. There will be people there to man them at all times unless something happens and then they wiill be left opened to travel at will. I have no delusions that the ward will beed to be protected from looters if there are no buildings left standing to loot from. It is a precaution at the beginning of any confusion before survival skills take hold and the need to do whatever is needed to survive takes hold," Jaenelle explains to Marli with a nod. "I dont think we can teach the system to every house," Jaenelle tells Patrizio, agreeing with him, "but a simple system can certainly be put in place. Even if that means we pick a color and that color means they are here and that is all that is needed to be communicated." Turning to Raja, there is a nod of her head for the woman as well, "we spoke about the importance, and I know the boroughs are proud people and this is their city more than anyone else's. I have no doubt that if it came to it, the lowers would stand toe to toe with any enemy and not back down. I recently made a proclamation with the boroughs in mind to evacuate to the Lyceum if they wish."

Marli shrugs, not being perturbed if some of an idea gets shot down. That's what this is for. "They can likely pack a bigger punch than most of us. And they're stuck here too, so it's for their own betterment. Except maybe the Nox, I guess they can get home still."

"And even if Helena doesn't." Pasquale says "I can guarantee someone will think it is a good idea to try and use it on our enemies. Fire has been rather popular as a military solution in the popular mind of late." He nods at Ian's words. "It's still good to give people the option - I would like to devote a few ships to enabling people to leave the lowers and head to Lenosia, Nilanza, or any other port city that wants to assist - But I dont think its more than a stop gap solution." he looks to Marli, frowns just a touch and then looks back to Jaenelle. "Perhaps the alchemists can come up with a way to create colorful smoke."

Thea says now,"I can have the Apothecary College start preparing for large quantities of things. And Wyvernheart,"she starts;"will be as service as well."

Lucita says, "Saik has room for a few hundred. We are a small barony and I know that does not sound like many, but it can help. Should we detail what we saw attacking the other cities so people can figure out how to resist them?"

"Are we in need of rally points? Each Duchy's plaza could have drinks and quick food and medics located there in case...regiements? need to fall back." Marli looks between Ian and Pasquale, sure that someone will correct her thinking about military group names.

Nadir smiles encouragingly toward Lucita and slightly raises an eyebrow in interest. "Yes please, Baroness. It's very valuable to understand how our enemy has operated in the past. It would allow us to plan the proper countermeasures against their usual tactics."

Mikani has left the Southport Benches.

Lucita glances toward Ian. "Can you handle describing, please?"

"Perhaps every noble estate" Pasquale suggests after a moment. "Can devote some space for medical triage and treatment and a little space towards taking in the homeless. That way each noble house can equally take part in their duty to the people and we can ensure there is always a place for the injured or desperate to go. Given that estates have guards it would probably be a good place to stockpile food and other supplies as well."

Raja leans forward, breaking out a bit of parchment and something to write with. The Culler woman begins to scribe down some notes. As individuals offer their assistance to the Lowers, she adds their name to the list. "Excellent. Excellent." She says to herself. She acknowledges each person's offering with a nod and a smile. "Thank you."

Ian exhales a sharp breath through his nose in what passes for a snort. "I wasn't at Artshall. At Bastion, they took the walls down with a gar -- uh. A giant corpse monster and a centipede that was several stories tall." The way Ian winces as he says this makes it clear that he knows full well how insane he sounds. "There was also a guy with a hammer or an ax or something that could knock things down at a hit. The gates were rushed by, uh. Wolf shapeshifters. But they didn't stay. As soon as the Traitor got what he'd come for, everything fucked right off back to wherever it came from." A pause. "Except the gargantuan. We killed that."

Carissa, a Southport bodyguard, Planchet the Lycene maggiordome arrive, following Eirene.

Lucita says, "At Artshall they used giant insects with stabbing parts and parts so sharp they could lop off limbs..and they were so fast one had little chance against them. They also used vines in different ways, the thorny ones, the strangling ones and a gargantuan made of growths."

"I understand" Pasquale says to Lucita "That they lost almost all of those giant insects during that attack. Is that correct?"

Eirene strolls on in, late but better than not at all. She asks one of the meeting's scribes to provide her with a synopsis and she piggybacks on the current discussion. "I've started preparations for the Grayson district, assuming it's a higher priority target than most because of the Traitor's history with Alarice and her line. Supply stashes, watch towers, a flag system, an evacuation point in and outside of the district. As a note, Mercy Azova has agreed to open the House of Solace as a safety point; I have a meeting with an Archlector or two to confirm they agree."

"Also we face insects of a NORMAL sort, in great number, especially if the Duke of Wasps leads a charge." Eirene continues as she shifts topics. "I'm sure they can make more," she answers Pasquale. "We should have archer corps at the ready to deal with these threats since distance is key. Up close melee does more damage, especially with higher quality blades, but poses more threat to the soldier."

Raja frowns a bit. "What is the best way to ward off the vast number of insects?" This is asked more towards Eirene.

"Smoke worked at the battle in the north," Ian suggests to Raja. "Mostly, anyway. Just enough to keep them from totally overwhelming us. But these insects probably work by different rules."

Lucita says, "A dragon flamed much of the growth and giant insects. Warning though, we have seen decayed, dead things shoved together and made into gargantuans, into beasts like alligators, into huge centipedes, into hybrid ... things.. like centipede-wolfs or winged wolfs, or ... other horrors. We never know just 'what' will be thrown at us"

Raja listens to what people are saying, biting her lower lip as she writes more notes. Her dark gaze shifts back and forth as if she is thinking.. no.. plotting.

Eirene says, "Since Thea's in charge of the Apothecary College now, I've spoken to her about insect repellents." She nods to her niece. "However since these are magically controlled bugs it may not prove helpful. But smoke, protective layers and facial coverings have provided some relief in the past. ."

"To mitigate some of the panic and fear such information might have caused a little bit." Pasquale says "Whilst oddities can be expected. A good solid military line will still provide a very good base from which to handle them. If you can tie them down like that then the most highly trained warriors can go in and finish them off."

Nadir inhales as the discussion turns to creatures and tactics that would be unconventional if not completely foreign to him. Doubt or some other emotion briefly flickers across his usually inscrutable smile, but he quickly schools his expression and resumes nodding along with each speaker's remarks in turn.

Thea nods just so at Eirene, confirming her words. "I did mention I'd start getting supplies ready."

Patrizio listens quietly while he's writing, the flit of his jade eyes this way and that.

Marli asks, "What was the color of the dragon that assisted? Did you happen to catch its glyph?" Here she's looking to Lucita and Eirene more than anyone else.

Eirene looks at Lucita for confirmation. "Red?"

Lucita nods. "Red".

"Thank you, Ladies." Marli writes down a small word on her paper and puts some underlines beneath it. She makes a gesture that reads, 'please continue' and goes back to being quiet.

Lucita says, "It was too high to see anything but a glimpse of its color. We were trying to help survivors out of the city, help Archlector Wylla whose hand had been lopped off."

2 Blackwood trained guards, Trihy, an unassuming and dapper dressed man, Haldir, a Rottweiler arrive, following Cillian.

Jaenelle had remained quiet while first hand accounts have been shared, nodding towards a few points she had heard of before when others told her their experiences. There is a smile given to Eirene as she enters and speaks of the preperations for the Grayson ward she has been working towards, "we have to believe they know the city and the streets, and thus we cant use a home advantage of sorts. Someone mentioned blockades before, and that could certainly help with funnelling into certain areas as long as it doesnt hinder our own movements."

Ian shakes his head. "I'm not sure about anything that'd slow civilians down from getting off the streets and sheltering somewhere safe."

Pasquale tells Jaenelle. "If the barricades are not setup until the last moment then they wont hamper anything except the occasional wagon."

Cillian slips into the meeting he is late (sorry) and most likely a good reason for it, he moves to a spot in the back of the hall and listens to what is being talked about. He stays silent, for the moment looking tired, warn down but he is there and he is listening.

Marli has left the Gemecittan Benches.

Raja becomes entrenched with a very quiet conversation with Ian. She leans closer to him, keeping her voice low to not interrupt the meeting.

"Every city that has been sieged in recent memories were never prepared enough. It is the unfortunate truth that we can not be prepared for everything, and it is the hard truth that every city who has fallen or been destroyed what occured was more damage control than preperations. I can only hope some of the magic remains in the walls after all these years and it assists as best as it can with our continued protection," Jaenelle says gently, a prayer perhaps. "That is a valid concern Ian, and a valid suggestion Pasquale. Hopefully any who are not meant to protect the city are well protected and guarded elsewhere already before any barricades go into effect."

Eirene arches her eyebrows at the gathered. "Any other issues I can address? I agree, the enemy does know the territory quite well. They've demonstrated that in the past. Perhaps we need to mobilize each of the house militaries and bring them in from outside supply."

Lucita says, "Stockpiles of medical supplies, food, water, arrows and such in various locations might help, if one site falls, the other sites can provide the necessary."

Pasquale inclines his head. "Barricades on important streets are a just in case measure. The military will be focused on stopping them at the walls." He looks to Eirene thoughtfully. "If a siege does happen then those militaries will be the means to break it."

"That might be an avenue we should pursue, if not with great resource. The magic in the walls of our city." Patrizio leans forward, his stylus being set down as his forearms set to the tabletop before him. "We haven't much at our disposal, but if there's something we could put forth to better fortify ourselves in that manner as well, it might buy us precious time while we're dealing with the onslaught that is to come. Buy time for those who remain behind to be evacuated." Though he too looks to Eirene and Pasquale, as if considering the mention of bringing the fealty armies forth.

Ian rubs his forehead. "She might not come through the walls," he says after a moment.

Pasquale tells Ian. "She will have to go through the walls if she wants to bring a large force inside but yes a small force could bypass them. There is no way to prevent that." he pauses and then says "In some ways it would be better if she did bring a small force inside. There is a reason fortresses are difficult to defeat and Arx is a citadel."

"Hear hear, Princess Jaenelle. I couldn't have put it better myself." At the further mention of magic, Nadir's eyes widen ever so slightly. "Magic in our walls? Forgive the question, but I'd be grateful if you could elaborate on that, please. I confess that this is rather not my area of expertise."

Cillian eyes look to Ian then to those speaking, a hand comes up to rub at his head. The bells in his hair give a soft song, "If a large force comes to our walls." he says in his thick Northern accent. "I feel it would be used as a distraction perhaps." her looks over them all.

Eirene says, "Thats why we should have mobile forces set aside to get to where they're needed, while still having some defenders on the walls. Thus the rationale in additional military backup. But that's an issue for the Crown and Highlords to determine." She nods at Jaenelle. "I'd be happy to report that at any assembly."

"When the Crown had a meeting, I suggested to Her Highness Symonesse that she call His Majesty's banners, it would make those who were hesitant to work with the abandon tribes see that unity was needed. Remember, it is not just the Compact that is at war right now, but the alliance it has formed to the Abandoned Tribes throughout the spaces between the Compact's cities. We are not without assistance in this fight," Jaenelle reminds people. "So the Crown has called their banners which are the High House's armies, those armies will be here to defend Arx as well. I will reach out to the Crown to ask if they wish for us to call our banners, it will be easier to mobilize now that we dont have to worry about the abandon houses attacking as she move through the Great Road and other routes to reach the Capital."

Lucita is no tactician, not very military minded, but has some experience with stewardship and preparedness. She stays quiet, listening to suggestions, recommendations.

Eirene addresses Nadir's question. "Arx the city was built with magic, for a particular purpose. That's why the walls have resisted certain attacks and we have those nice lanterns when I don't run on candle or oil."

Raja blinks at the news of the walls being magic.

Pasquale looks to Raja, smiles a little, and softly tells her "I keep trying to tell people that Arx is the one city most likely to hold."

"If I had a better suggestion for how to deal with intrusion through other means," Patrizio says, with a glance at Ian and then back to the others present, "I'd offer it. I fear I don't, shy of an armada in the bay to keep out forces that way and... I haven't the foggiest for how to defend from beneath. My usual suggestion, offered whether seriously or in jest, would not help us now."

Lucita says, "what of 'below', is there a way to secure there?""

3 Laurent trained guards, Cupcake, a cookie girl, Taffy, a sweet and gentle Mistward Labrador, 1 Laurent veteran guards arrive, following Mabelle.

Cillian looks to Lucita as then moves to take a seat with Ian and the others finally.

Cillian has joined the General Benches.

Mabelle slips quietly into the meeting and murmurs in the direction of one of those present to catch up.

Patrizio is listening to much of the back and forth, but shifts his folio slightly so Mabelle might catch up via his copious notes.

Eirene has been proving a brief lecture on Arx itself in a tangential way. "So between the sparklegas and construction itself, there's pockets of magic left in the city. Jaenelle looks towards Ian, and nods her head at whatever information was passed as if she is aware. She quickly writes something back and hands it back to the sevant, to add something of her own.

A messenger arrives, delivering a message to Ian before departing.

A soft sound passes from Patrizio, even as he does incline his head as if to half-agree with Eirene. Though there aren't words beyond that, even as he shifts to see if Mabelle's gleaned what she's missed from his folio.

Mabelle smiles quietly to Patrizio, murmuring a hushed 'Thank you' as she goes over all the notes he presented her.

Ian braces on the table and uses it to push himself to his feet. He collects his cane, then, and heads out.
